D. L. & F. De Saram

Savantha De Saram and Hansi Abayaratne co-head the project and energy practice at D. L. & F. De Saram overseeing a mix of energy and infrastructure matters with a strong international component.  The team fields experience in a range of energy-related matters, including renewable energy and power processing facilities, requiring regulatory and acquisitional expertise, as well as acting in relevant environmental litigation on behalf of clients. In addition, the team oversees due diligence, transaction and regulatory matters in several infrastructure projects, including those within the port, technology and entertainment industries. In addition to its managing partners, the team fields the energy and projects experience of senior partners Aloka Nandasena and Inshira Hanifa. Associate Ushara Ratnayake is also a key member of the team.

  • Advised Adani Green Energy Limited, India in relation to the development of wind power projects in Mannar and Pooneryn of the Northern Province of Sri Lanka aggregating to 484MW.
  • Advised Colombo West International Terminal (Private) Limited on the proposed shareholder loan granted in relation to the Colombo Port Expansion Project.
  • Advised Arinma Holdings (Private) Limited and its affiliates in relation to several wind and solar power projects in Sri Lanka and their proposed divestments and acquisitions.

Nithya Partners‘ projects and project finance practice offers expertise in a diverse array of development projects. The team is retained to advise on infrastructure-related matters, including port infrastructure and mining facilities, and is experienced in every stage of project-related matters, including license applications and due dilligence. In addition, the team is proficient in energy-related matters, particularly those pertaininig to power plant and solar park-related facilities. Chanaka De Silva  leads the team, and fields his expertise in project-related matters, including transactions, regulations and financing across several industries. Highlight-Mandate


  • Advised Lakdhanavi Limited from the stage of the evaluation process of their bid in relation to clarifications and matters related to the procurement procedure and also represented the client in litigation in relation to the awarding of the contract for the Kerawalapitiya LNG power plant.
  • Acted as local legal counsel for U.S. International Development Finance Corporation (DFC) in respect of the financing of the Colombo West International Terminal Project by DFC.
  • Advised Rividhanavi (Private) Limited in the development of the 100 MWAC Solar Park Facility at Siyambalanduwa and the construction of 132 kV Transmission Facility, being the first of its nature, in the negotiations with the Ceylon Electricity Board, the Ministry of Finance and other State entities, in finalizing the project agreements.

Tiruchelvam Associates

The projects and energy department at Tiruchelvam Associates is highly active in Sri Lanka’s developing renewable energy sector, offering advisory services to regulatory and policy-related solar, offshore wind, and electricity distribution matters. The team is typically retained by energy sector stakeholders in the World Bank, Asian Development Bank, and works in close cooperation with Sri Lanka’s energy sector regulator.  Laila Nasry heads the practice, and offers long-standing experience in energy-related matters, and is often found at the forefront of large-scale electricity generation projects. She is assisted by partner Nirosha Peiris ‘s experience in matters requiring consultation and mediation between energy project stakeholders, as well as project financing.
